Inlet Property Company (IPC) is a boutique real estate development company based in Vero Beach, FL, specializing in ground-up multifamily development throughout the southeastern United States.

Leadership

Tommy Ciserano | Founder & President

Mr. Ciserano formed Inlet Property Company (IPC) in 2019 with the purpose of creating an entrepreneurial real estate development platform with a core focus on ground-up multifamily development. He has over 15 years of experience across multiple institutional property classes and has participated in the valuation and development of over $2 billion of real estate. 

 Mr. Ciserano has served in executive positions within local real estate investment and development companies. Of which, he has participated in the development and investment of over 2,000 multifamily units and nearly 400,000 square feet of office and retail repositioning. 

 In years prior, Mr. Ciserano practiced as a commercial real estate appraiser with a nationally recognized firm. While there, he completed numerous complex appraisal and advisory assignments throughout Florida, Georgia, and Alabama. During his tenure, he directly performed valuation and underwriting services of well over $1 billion dollars of real estate across all property types.

 Mr. Ciserano is a Florida native who received his Bachelor’s degree in Finance with a concentration in Real Estate from the University of Central Florida (UCF). He is also a Florida State-Certified General Real Estate Appraiser and a Licensed Florida Real Estate Salesperson. 


Robbie Browning | Vice President of Development

Mr. Browning joined Inlet Property Company in 2022 and is responsible for sourcing and developing new multifamily projects throughout Florida. Robbie has been actively involved in real estate since the 1980’s when he began his career in Tallahassee as a commercial real estate broker and apartment developer.

Robbie was one of the first apartment developer’s to successfully finance a ground up project using tax exempt bonds through a 501c3. He was also one of the first in the State to develop a four-bedroom, four-bathroom student housing unit concept. In addition, Robbie has completed numerous land entitlement assignments along with several commercial and storage developments.

Mr. Browning is a Florida native and received his bachelor’s degree from the University of Florida.


Turner Swann, CCIM | Development Manager

Mr. Swann joined Inlet Property Company (IPC) in 2019 to assist in the development of institutional multifamily assets, providing operational support, project coordination, and financial analysis for investors.

Prior to IPC, Mr. Swann worked as a Broker-Associate at Swann Real Estate in Florida and as a real estate consultant with Lakemont Group in New York.  During his time with Lakemont Group, Mr. Swann worked in econometric analysis, real estate and economic development, and litigation advisory.

Mr. Swann is a Florida native and received his undergraduate degree in Humanities from Stetson University and his Master’s degree in Real Estate from the University of Central Florida (UCF).  He is also a Licensed Florida Real Estate Broker and a Certified Commercial Investment Member (CCIM).
